Who We Want
Mooring seeks an RFP/GSA Administrator to join the Business Development team and support strategic revenue growth through disciplined bid research, GPO administration, and procurement compliance.  The ideal candidate is detail-oriented, process-driven, and highly accountable. This role is ideal for someone who values behind-the-scenes impact that directly fuels company growth and operational excellence.

What You’ll Do

  • Research and identify qualified bid opportunities through government portals, state/local sites, and private RFP sources
  • Evaluate bid requirements against company capabilities and prepare executive summaries with recommendations
  • Maintain and track bid calendars, submission deadlines, and pursuit decisions
  • Coordinate closely with Business Development to support proposal advancement
  • Manage all Group Purchasing Organization (GPO) renewals, ensuring 100% on-time submissions
  • Gather and submit required compliance documentation, certifications, and renewal materials
  • Support contract negotiations and monitor membership terms and cost optimization opportunities
  • Maintain procurement compliance, reporting accuracy, and respond to internal stakeholder inquiries within 24 hours
Qualifications
Required:

  • Bachelor’s degree in Business Administration, Supply Chain Management, or related field (or equivalent experience)
  • Advanced proficiency in Microsoft Office Suite (particularly Excel)
  • Strong analytical and research skills
  • Excellent written and verbal communication abilities
  • Demonstrated attention to detail and deadline management
  • Ability to manage multiple contracts, renewal cycles, and priorities simultaneously
Preferred:

  • Experience with government procurement systems, including SAM.gov
  • Familiarity with federal, state, and local bidding processes
  • Knowledge of GPO structures and renewal procedures
  • Experience negotiating contract terms
  • Basic understanding of contract economics and financial analysis
